With our new office located in downtown Dallas, establishing roots in the Lone Star State allows us to continue to provide for and deepen our relationships with clients in the DFW Metroplex and beyond. Josh Peterman, PE, RSP1

Principal, Dallas Office Leader

Since graduating from UT Austin, Josh has worked for over 20 years on the analysis and design of multimodal transportation facilities, and he serves as a companywide design expert.  He manages the design of traffic signal systems; street and intersection lighting; ITS; transit enhancements; striping and signing; as well as pedestrian and bicycle improvements. Josh has extensive experience analyzing urban traffic signal operations and function and comfort of transit, pedestrian and bicycle facilities.  He has also given back to the profession, having taught traffic signal design for over a decade, both for ASCE and for U.C. Berkeley’s Institute of Transportation Studies Tech Transfer Program. Josh relocated to Dallas in July 2021.

Kathrin Tellez, AICP, PTP, RSP2B

Principal in Charge, South Region

Kathrin serves as the Regional Principal-in-Charge and brings almost 25 years of transportation planning experience, including safety, impact assessment, complete street corridor plans, active transportation plans, integrated transportation/land use planning, site plan review, demand management, mobility fee studies, and parking studies. Currently based in Orlando, Florida, Kathrin is an active member of her local WTS chapter and was recently member of the year and mentor of the year.

Natalie Daugherty, EIT, RSP1

Engineer/Planner

Natalie relocated to Dallas from Fehr & Peers’ San Francisco office in February 2023. In San Francisco, Natalie enjoyed taking a multi-disciplinary approach to improving transportation safety for roadway users. She has worked on a myriad of transportation projects such as pedestrian crossing improvements, multimodal corridor plans, bike facility feasibility studies, signal design and striping plans, traffic operations analysis, and evacuation studies. Natalie is excited to work with local clients and partners on innovative projects to help improve communities’ accessibility and mobility. Natalie is especially interested in becoming acquainted with Dallas’ bicycle network. She is serving as the Young Member Chair for the TexITE Dallas Chapter and is an active member of WTS.

Matthew Ridgway, AICP, PTP, RSP1

Principal

Matthew Ridgway has been involved in many of Fehr & Peers’ highest visibility and most complex projects.  His key strength is his broad background and multi-modal approach. Many of these projects have involved the development of tools for assessing unique performance measures, including safety, and design of innovative transportation facilities, including safety implications. Matthew has contributed to several national publications, many for the Institute of Transportation Engineers.

Jeremy Klop, AICP

Fehr & Peers’ Director of Strategy

Jeremy brings over two decades of experience developing comprehensive and award-winning multimodal transportation plans and inclusive community engagement techniques to solve complex transportation issues. His current project work is focused on a dignity-infused community engagement approach to achieving Vision Zero goals in Los Angeles and implementing transportation technology solutions to achieve strategic and equitable outcomes. He has helped lead and deliver many of the Firm’s most complex and award-winning comprehensive multimodal transportation plans.

Nicole Waldheim

Principal

Nicole is a well-recognized, national, multimodal safety expert and serves as a technical advisor for the Dallas office. Her extensive 20-year career in transportation planning and policy includes over a decade specializing in safety planning work. Getting her start at the Association of Metropolitan Planning Organizations (AMPO), she has long provided technical assistance with a focus on safety to MPOs across the country, including several in Texas. Nicole is a sought-after presenter and leads and develops practitioner training to assist MPOs and local agencies identify techniques, strategies, and policies to prioritize safe systems approaches in their transportation planning documents.

Our Local Contributions

Multimodal Planning

Downtown Dallas 360 – Recommended urban mobility principles; a street typology; and signature corridor design concepts to enhance streetscapes and mobility in Downtown Dallas. Conducted a small area validation of the NCTCOG travel demand model to reflect conditions in Downtown, using origin-destination big data to make significant adjustments to model trip lengths and travel patterns within, to, and from Downtown.

Transit Planning

Lubbock Citibus – We are providing our expertise to Lubbock Citibus to define new locations, space requirements, preliminary costs, funding strategies, and route implications for a new maintenance/administration facility, a new downtown transit plaza, and mobility hubs.

Transportation Master Plan

Hensley Field Master Plan – Providing transportation planning and engineering related to the Hensley Field Reuse and Redevelopment Master Plan; primary responsibility is preparation of the Multimodal Transportation Plan.  Additional details: https://www.hensleyfield.com/

Transportation Forecasting

I-345 Feasibility Study – Conducting a study of replacement of an elevated freeway structure on the east side of Downtown and separating Downtown from Deep Elum. Replacement options included an at-grade boulevard, elevated freeway or below ground freeway.  Utilized big data to understand travel patterns of trips occurring on I-345.

Transportation Safety

El Paso Vision Zero – Fehr & Peers is leading the systemic pedestrian safety analysis and supporting all other tasks in preparation of El Paso’s first Vision Zero Plan. Fehr & Peers conducted the data discovery and data collection, performed crash data analysis and developed the High-Injury Network (HIN) and are currently preparing collision profiles with crash reduction costs, prioritizing locations for attention, and preparing a predictive pedestrian safety model that will help identify high risk locations based on crash history, land use and roadway characteristics. Fehr & Peers also prepared the web-based Vision Zero Data Dashboard on the Esri Enterprise GIS Platform.

Transportation Safety

Denton Vision Zero – Fehr & Peers acted as part of a team developing a Vision Zero assessment for the City of Denton.  The strategy was based on an assessment and benchmarking effort that the team provided, based on the 10 core elements of Vision Zero (developed by the Vision Zero Network).  Fehr & Peers documented this work in the form of web content that is prominently featured on the City’s webpage.
